I live in a medium-sizes apartment on the first floor. The room only on the first floor has garden and we can grow plants. However, I can't spend my time for planting because I'm busy to study English.

I live with my mother and brother in a three-room house! It is a single story house (there is no second floor or stairs)

The room only onOnly the first floor has a garden and we can grow plants.
You could also write ‘the first floor has a garden’ (without having the word ‘only’ in it).
You can also say ‘where we grow plants’ as well as ‘and we grow plants’, both make sense :).
I understand that the first floor often refers to the ground floor where you live? In the UK when talking about apartments we have the ground floor and then we have the first floor. Ground floor apartments here often come with a patio or garden access.
However, I can't spend my time for plantgardening because I'm busy to studying English.

"dwelling" is perfectly okay, but quite formal. If you want to stick to more casual terms, you can consider using "place", as someone else has already suggested.
TOnly the room only on the first floor has a garden andwhere we can grow plants.
Unlike Japanese, where we put the "only" ("だけ") after the phrase, in English, we put it in front. I'd also suggest replacing "and" with "where" so that the two parts of the sentence are more logically connected.
