My university has student dormitories for sharing. Both rent and utilites are very unexpensive, and they are relatively clean and not too cramped. I asked one of my friend who lived in the dormitory how the life there is, and she answered that one thing she feels troublesome is that since the cost for air conditionar for shared space is shared amoung all those who live in the room, everyone become reluctant to turn on the air conditionar when they are alone even if it is hot or cold.

I would reference what is clean and not cramped

I asked one of my friends who has lived in the dormitory how the life there isthere for a while now how life is in the dorm, and she answered that one thing she feels is troublesome is that since the cost for air conditionar for shared spaceof running the air conditioning is shared

"Who lived at the dorm" would imply that she lived there and has now left, but if she lived there and STILL lives there, you'd say "who has lived there for (duration)"

An "air conditioner" is to reference cold air only; we'd say "heat/heating/heater" for warm air

I can see why you'd think it's "unexpensive", but unfortunately the word is an exception and is instead "inexpensive".
This can made a list using commas to avoid repeating "and" too much.

This is a very long run-on sentence so it's best to split it up a bit.

In the UK it's actually quite uncommon for housing of any kind to have air conditioning. People often think of it as too expensive, even in hot weather during the summer.

In Japan, summer temperatures have been rising over the years (around 38° at the highest this year), and more and more people are installing air conditioners.

It's the same over here, except people still don't install air conditioning! In recent years we've had peaks of up to 40 degrees in the summer. Shops and businesses usually have air conditioning at least.
