That's very unfortunate. In America, it's normal to see people sitting on sidewalks and eating at Disney World, but that does seem like a social violation in Japan.

Sitting on the ground along the pathways in the park is not allowed. However, it is permitted to sit in front of the entrance while waiting for the park to open, or in designated show areas before performances begin.
In such cases, Japanese people usually sit on picnic sheets rather than directly on the ground.
This difference might be a bit confusing for foreign guests.
