I don't really know what you meant by "According to history", as this phrase doesn't really make sense. If what you're writing about refers to some historical document, then you could replace "legend" with "historical sources".

(Kyoto was the capital city at that time.). There is a myth that this mountain vibrateds when significant things happened in Japan.

The second sentence was technically correct but didn't really make sense in larger context, so I changed the tense of the verbs.
