This paragraph was picked from a speech of Jack Ma. I think there may be something wrong with this sentence, but I am not sure. At least, I think “four of them accepted” is wrong, shouldn’t it be “four of them were accepted”? Shouldn’t this sentence be in passive voice? And the first sentence “I went for the police” is a bit off. Shouldn’t it be “I went to the police station to apply for a policeman”? Because my English is limited, I asked for your help.

Yeah, this sentence is definitely weird. It doesn't actually sound that unnatural in speech I guess because people often don't use correct grammar, but it's definitely bad practice. I would probably have said "When I applied to be a police officer, there were five people applying. Four of them were accepted; I was the only guy who wasn't." You're right that the second bit should be passive and also the last bit "I was the only guy they didn't" makes no sense here because "they" wouldn't have been the subject in the second part.
