North Korea sends balloons to South Korea.

At this point, it is super clear to us that South Korea and North Korea don’t get along very well.
This happens because the two countries have different ways to see things. Speaking for myself, I really feel bad for the North Koreans. These rules and a difficult life make their living much worse. What i say, It’s not completely recent, but it proves my point. In general, North Korea sends balloons containing trash and poop over to South Korea. Frankly, I really don't know when this “war” happened , but neither side reached a conclusion. But the government, North Korea, constantly keeps your implications. Only the future must say what will happen.

Then, while you’re tense or simple present is technically correct, has become reads more natural. Also, get along isn’t really something you would say regarding countries, it’s more about people.

You would say “these” if you had mentioned beforehand the “rules” you were talking about. Although, I’m pretty sure you wanted to say “laws” not “rules”. Then, you can’t say that their laws and difficult life makes their living situation worse since the “difficult life” cannot be a cause, it can only be the result of those laws and other factors (hope I explained myself well). That’s why I changed the second part of the sentence into being about the poverty they face, since that can actually be a cause for a bad living situation. You can change the “laughable” into other adjectives like “horrendous”, “pitiful”, etc.

I used “this” because, in this case, you actually had mentioned the balloons before, so the reader will actually understand what you’re referencing. “Neither side reached a conclusion” is wrong unless South and North Korean officials actually sat down and tried to reach an agreement over it (which I doubt happened). Even then, you should probably say “neither side reached an agreement”.
