It has been fifteen years since I started studying English at an junior high school. When I became interested in writing and speaking English is just one year ago. Sometimes I regret that I hadn't pay any attention on improving such skills even though I had a lot of opportunities to talk with English native speakers. However, a bunch of vocabulary and some grammatical knowledge I have accumulated help me learn English more efficiently.
Nowadays, children are supposed to start learning English from elementary schools. In addition, current curriculum focus on conversation skills. I need to keep studying hard not to be left behind by teenagers.

If you start a sentence with "when" like this, you'll need a second clause. e.g. When I became interesting in writign and speaking English, I decided to X".
Otherwise, just use a simpler structure.

"I didn't pay" or "I hadn't paid", but not "I hadn't pay"
