Should is better when asking for advice. Also, you could use "it" to sound more natural... "I have learned English at school, but I want to learn it perfectly."

Good job! You have made a great start in learning English!
I want to learn English very well .I have learntto a high level. I have studied English at my school . But I want to learn English perfect .perfect English. What can I do ?
The space goes after full stops, question marks, exclamation marks, etc.
"I want to learn English very well" is ambiguous and better avoided, as it could be interpreted as either talking about the learning process, or about your end goal.
"studied" is a better word for something you were taught in school.

I want to learn English very well .to a high level. I have learnt English at my school .Bin the past, but I want to learn English perfectly. .What can I do ?
1. The first sentence can sounds a bit odd, so I changed the last part to something more natural sounding.
2. Adding “in the past” to your second sentence can add needed information.
3. “English perfect” is incorrect and sounds weird, the word I think you’re looking for is “perfectly”. This is an adverb. I don’t know how to explain it too well so I advise that once you feel ready should research them :)
4. There is no space after punctuation, periods and any kind of punctuation always come before the last character of a sentence, having them in front of the first character of the next sentence looks strange and confusing.

I want to learn English very well .I have learntmaster my English skills. I learnt/learned English at my school . But I want to learn English perfectly. .What can I do ?
Just a note that "learnt" is UK English and "learned" is US English, both are correct options. Periods go immediately following a word (without a space before), and require a space immediately afterwards (before the next word).
