I'd say beauftragen is for like an external contractor or something similar. If you had your own company and want to hire a full time employee, you'd have to use einstellen. If you want something in your office fixed, you can use beauftragen.
Example: I just hired a new manager for our sales team = Ich habe einen neuen Manager für unser Sales Team eingestellt.
I just hired an electrician to fix the broken light = Ich habe einen Elektriker mit der Reparatur des kaputten Lichts beauftragt.
