People say cherry blossoms are beautiful because they eventually fall.
But I don't think so.
I believe that even if they never fell, they would still be beautiful.
I definitely agree that falling petals are lovely.
However, in my opinion, if they kept blooming, they would be just as beautiful.
But then, I thought about this, too.
Imagine if there were a tree that was always blooming and dropping petals at the same time.
The sweeping would be so hard!
Perhaps that sentiment wasn't started by admirers, but by the landscape gardeners who have to clean them up.
Because if such a tree existed, it would probably be cut down!
I believe that even if they had never feallen, they would still be beautiful.
I believe that even if they had never fallen, they would still be beautiful.
I think this could be correct, but there is something about the phrasing that seems akward to me. Though you might say it is just poetic.
I will still give a different phrasing of what I would say.
So, you may be grammatically correct or just having a poetic bent to the sentence, but I am just giving what sounds more natural to me.

Nice, interesting. I assume you mean the sentiment of it being beautiful when the leaves fall was started by the landscapers. But, wouldn't they like it more if leaves stayed up. Why not say, "the leaves are more beautiful on the tree!" (because then i don't have to clean them.) Or perhaps you are saying that they are in the unique position to see the leaves falling and think, "wow, that is beautiful!"
