A Short English Paragraph

I meant “since Americans can have guns, why isn’t America unstable?” America is a country, not people. I am wondering if we can say “a country can have guns” or not? When I used “why isn’t it mess?” I thought the word mess was an adjective or an adverb. After I learned the adjective of mess was messy and checked its meaning, I felt that it’s not very close to what I really mean, so I changed it to “unstable.”
